much like grounds for impeachment, it's largely whatever the people involved think it should be.

even more specifically, on any basis a majority of the cabinet believe the president cannot properly fulfill the duties of the presidency, they can remove him via the 25th amendment.


that said, the cabinet (especially *this* cabinet) is the least likely set of people to "betray" the president who gave them their job.
