5. We have always had an adversarial stance against the ICC

The US has never recognized the authority of the ICC. We voted against the Rome treaty. President Clinton signed the treaty, but it was never ratified. And the policy that the US to use any means necessary, including the use of force, to prevent and/or rescue US personnel from ICC custody or trial, has been around since GWB.
