Watch that section of the speech - it is completely incoherent.

"If the opposite party becomes president every time before it even starts before you even found out whether or not he or she is going to do a great job they'll say we want to impeach em and you'll impeach em it's so ridiculous but we'll worry about that if it ever happens, but if it does happen, it's your fault because you didn't go out to vote. Ok? You didn't go out to vote. That's the only way it could happen."

It seems like the thing that could happen that he is referring to is the opposite party becoming president.

Also, it is basically just a big rambling nonsensical mess.
