He played a role in the, cough, Florida 'recount'? Meaning, he was in Florida with the rest of the repug gang ensuring that all Florida votes would not be counted, and that the 'election' would be thrown to George W. Bush. This is why he has been rewarded all along the way, and why Bush made phone calls in his behalf to the republican senators.
