When the elderly are on sketchy cognitive ground and don't know one candidate from another, might not even know what year it is.
Who fills it out?
And, should it even be encouraged if they don't explicitly ask to vote.
Moral dilemma.
Both of us agreed reluctantly that we shouldn't prevent their vote from counting.
Her dad was always a total RW asshole.
And argument could be made that he's incompetent to vote.
