She paints herself as moderate and undecided on certain important issues. This gives people "hope" that she might vote for a topic in their favor and that it is not set in stone like it is for almost all of the other Rs. This puts her constantly in the crosshairs of people who want to influece her.
Secondly, Maine seems to be a state more favorable for a Dem.
