3. So who enforces the court's rulings?

Already cannabis is legal in many states, but not federally, and it doesn't matter much.
What if California, Colorado or other states just ignore court rulings? Will they send federal marshals to your local clinic to watch procedures? Will there be a tax increase to build prisons for millions of women?
