I first realized when he -- and those chosen for his panels -- protected both Comey and McCabe against any suggestion that they did something wrong and treated them both as innocent victims. The day McCabe was fired, over the entire hour they never mentioned that the FBI's own internal ethical investigation department and the OIG both investigated him immediately after an action and both recommended he be fired. Of course Williams and company didn't mention the action that immediately triggered the investigations.
Today he deliberately claimed at length that the media and government gave all the warning and did all they could for the people living in the panhandle and inland areas.
This was AFTER General whatshisface in charge of Katrina disaster said they could and should have done more and pointed out his worry about the welfare of people in vulnerable housing and also pointed out that, even if warning of a rapidly growing storm were given, shelters hadn't been opened for those in vulnerable housing. This was also after Williams himself mentioned the possibility of shear forces diminishing Michael's strength -- but strictly to knock down any idea that the possibility that they wouldn't should be considered. All were attempts to excuse away why adequate warnings and other preparations weren't done, even as the eye was moving over the panhandle and we had no idea what was happening to the people there. He repeated all this later while I was listening also.
The general responded professionally and briefly the first time, saying that when he was in charge all hurricanes were regarded as potential cat 4s. Not, as Williams was pretending was appropriate, cat 2s that "probably" wouldn't get worse.
