by the passage in 2006 of the deceptively misnamed Postal Reform and Accountability Act. That Act imposed a 4.5 billion dollar payment each year, supposedly to cover health care spending for the next 75 years, but the real reason for the Act was to destroy the USPS and use the payments to partially compensate for Bush Jr's sea of red ink.
