Like Kavanaugh, the part of their brain that controls impulses and empathy isn't showing up for work like it should.

The problem is there always, sometimes medication can supply that self-control. But it's a weakness that disqualifies a person from public service. Lacking empathy and self-control while employed as a public servant is a recipe for disaster.
