4. If they are in most standard prisons, cigarettes will get them confinement

Folks who work on outside ground crews are searched before and after their work shift. If they try to enter the prison with cigarettes, they'll be sent to confinement (at least in most prisons, it's contraband).

If they eat the candy bar quickly - and don't try to bring it back with them, then it's probably okay. If they are observed eating, they could get into trouble (lose their job).

Of course, they are grown men (so don't worry! - they know the rules, how to get around them, and what to do to comply .

But in most prisons, you can't smoke anymore. If you are caught with a pack of cigarettes - it's a problem (the cost of a pack is REALLY high - and they get into all kinds of complicated and dangerous trades to facilitate an underground market - really a bit of a mess).

They are watched carefully as they work - because there is a fear that someone will leave them something (drugs or whatnot). The guards are trained to intervene quickly and pull them back into the prison.
