laws as we know it. Big on private meetings and providing special access between the community leaders and elected officials.

No one could reign him in. Turns out, his private proclivities ended him. He was a huffer.

Instead of everyone reflecting that this man who couldn't even control himself, was at the lead of some very undemocratic and unfair practices, they instead joined in ranks to defend this poor sick man who couldn't help himself.

His legacy of secrecy continues.
