Maybe he didn't intend them to work; or maybe he did but he's an incompetent bomb-maker. That's not important except for the fact that, fortunately, none of them did detonate so he can't be charged with murder. He can and probably will be charged with a whole shitload of other crimes, though, and chances are that he'll never see the light of day again.
