4. When I started hearing some of the details of the investigation...

(before they caught the guy) I was wondering if he worked at the, extremely large, mail center. Where he could smuggle the packages in under his shirt and just drop them on a conveyor belt, somewhere along the line.

And, I would expect that any intentional mail-bomb would be made to explode upon opening.

I'm sure that it's no secret that anyone, of any political importance, has their mail meticulously screened.

He's a psycho, that knew he would be caught, and did it for the attention.
