It probably means that the webserver for that particular domain currently has settings for SSL requiring a version of encryption that is not natively enabled in modern browser versions. Chances are it will work in IE, and there are settings you can change in Firefox and Chrome to get it working again.
But more than likely, they will change a config option in the server and reload the service and it'll be sorted out.
