From the "Campaign FAQ"

For Campaigns

What is ActBlue?

ActBlue is a Democratic fundraising website that your campaign can use to process credit card donations. ActBlue does not charge a setup fee. There is a 3.95% processing fee associated with your account, which covers the cost of getting contribution from the donor's credit card to your campaign.

Seems awfully cheap, to me. The candidate's campaign doesn't have to deal with online processing of credit card donations, and the reach is global. Beats the hell out of every candidate setting up their own online contribution processing site and getting it known by everyone who might want to contribute.
