16. There are a lot of scammy overseas boiler rooms making those calls.

Until the phone carriers are forced to crack down, they're just going to shrug and refuse to do anything. With enough customer rage, and threats of regulation, they can act, in the same way that ISPs and email providers work to fight spam.
