2. Romney did not claim he paid 13 percent in FEDERAL INCOME taxes for 10 years!!!

Here is what Romney said:

"I did go back and look at my taxes, and over the past 10 years I never paid less than 13 percent.”

(edit to add):
He just says "taxes" -- he did not say "FEDERAL INCOME" tax or "INCOME" tax.
