For me, best guess is a back stop for literally anything.

She was the Officer on scene. The procession was in motion. She may have medical qualifications.

I've seen troops fall out when standing at attention. Do you think the troops were experiencing any stress to perform without flaw.

The ladies and gentlemen deserve respect for honoring the departed pilot, and BTW President.
