Cohen entered a guilty plea per an agreement with Mueller. Now comes the sentencing, scheduled for December 12. Each side gets to present its argument to the judge as to what they think the appropriate sentence should be. As part of the plea deal, there was general agreement as to what the sentencing guidelines are for the crimes to which Cohen pleaded guilty, but each side can make their case to the judge for why the sentence should be at the high end, low end, or outside the sentencing guidelines. Cohen presented his memo to the judge last week. Now its Mueller's turn.

That's it. Standard operating procedure in a plea deal. I don't even begin to understand the Nunes reference in your post.
