8. What should have been done, and what would have been the likeliest result?

It’s absolutely not as simple as “let it happen” or not. An election took place, civil unrest did not explode across the country, the appointment of a special counsel and initiation of a host of investigations took place, sanctions against Russia remained, and the incompetence of Trump has increasingly led America to repudiate him, as we learn more and more of what the IC already knew. We now have a Democratic majority incoming in the House, with all the investigative powers that means - and the US government, despite the seismic shocks and SCIF skips, has not fallen. That may well have been the level of existential concern the IC faced.

Believe it or not, imho this is the path that leads to an outcome that ensures the strongest US democracy.
