1. I would've thought it more likely he WAS ASKED in person and couldn't say no to Trump's face.

I saw on Twitter Mulvaney was at the WH for an unrelated meeting when Trump, who had settled on Christie, found out that Christie said no.

That's a set up for Mulvaney to get drafted by a pissed off and embarrassed Trump, instead of seeking out a more legally risky, more likely to get thrown under the bus, more likely to get fired, more likely to get embarrassed job than what he already has.
