He will expect tRump to look the other way if he just decides to roll his military right over the borders and take the country by force.

I think this also may explain why the supine congress has let tRump get away with everything up to now, because they're busily raiding the country's coffers to line their pockets as fast and furiously working as they can, because they know tRump's gonna have to leave, and they've got a limited time to act on their own avarice before jig is up.
