(3,163 posts)The US Postal Service is an independent agency. That means that, while part of the government, it's funding is not part of the general revenue stream of the federal government and the workers are paid by the agency itself and not by federal tax revenue. To be more specific, postal workers are paid by money which comes from USPS revenue. The US legislature periodically allocates funds to the USPS in the form of subsidies, but the agency is intended to be financially self sustaining.
It is an excellent operation which would be self sustaining if it were not for the idiotic pension funding requirement imposed by Congress. Any comparisons between it and UPS/FedEx are ridiculous, because the latter does not even pretend to accomplish the mission of delivery to every single person in the nation. In fact, both UPS and FedEx pass off some deliveries to the USPS because the delivery is too remote to be profitable for them.
