Turtle took a lot of Russian money. He and Don are in the same boat, and that boat is sinking. Turtle wants to keep with the distractions so he can hide his rubles, so he will cover for Don, because he knows Don is a lot closer to being exposed than he is. But not much closer.

What should be done now is to track Turtle's Russian money and expose him as a Russian agent to the people of Kentucky. Show them how he betrayed his country for Russian money, then stand back.
