in any other form than personally before the House/General Assembly of the entire Congress and SCOTUS. It is the House who issues the invitation and it has now been rescinded. You don't go to a party at somebody's house if they told you they had to cancel the party.

He can do it on camera from the WH, he can send it in writing or he can stand in front of the Senate, but they didn't invite him in the first place. That's what it means.
