When Trump rants on Twitter, he doesn't address us. He's shouting every random thought unfiltered into the universe and we happen to be there. Trump is not even trying to make sense, because he doesn't care whether we understand him or not.

The same with this guy.

He was supposed to give a comment and he gave a comment for giving a comment's sake. It doesn't matter if it makes sense or not.

Other example:
A company fucks up and issues a statement that has nothing to do whatsoever with the incident.

The parent company of the Machinima Youtube-channel has deleted 7 years worth of videogame-culture on Youtube. When the inevitable public outcry came, the company said that they love making videos. Not a single word that they deleted those videos or why they deleted those videos.
