I can't imagine anyone putting their animals out in such weather. Our dogs still go out the dog flap to do their business, but they come right back in when it's cold. It's their decision, and they decide wisely. We pay attention to when they go outdoors, and check on them if they don't come back in promptly.

The cats? They're not stupid enough to go outdoors at all in cold weather, or any other time, actually. They live inside.
