It'll get stuck in the courts due to eminent domain. There's still cases from 10 to 15 years ago stuck in the courts. He knows it'll never get built and has had no intentions to. He's only looking at giving his base something to believe in, because they so badly fall for it each and everytime. It's a money grab and it's what it's always been.
