3. It's important for the Senate vote to happen and force a veto

The Emergency Powers act is Congressional not Constitutional in nature and provides for review of the President's actions. Even if a veto isn't overridden, strong votes to stop this would give support to legal challenges in the courts.

Without a vote to stop this, the courts could rule that lack of Congressional action implies consent.
