He made a campaign promise to not touch Medicare Medicaid or social security. I think he even said he was the only Republican to promise to protect those programs. Now he has declared a national emergency to build his wall just as he promised, so he obviously is determined to keep his promises. Perhaps his budget wasn't proofed for typos.
