do we have a law that gives Trump the ability to veto this vote?

So any president makes an emergency declaration after the Congress voted against him. Then the Congress votes to override that. Then that president can veto that. Why the Hell have a Congress? Why have anyone but a president?

Yes, I know they could have made it veto proof and didn't but still this just seems undemocratic.

When he vetoes which he will, can they vote again to override and will they???
