Recent research has shown small isolated species are genetically similar and have already eliminated bad genes (covered in Brooke Bessesen's book).
Captivity was tried, but porpoises don't take well to it. They panic and die or the few that are kept don't breed successfully. So it is not an option.
I'm still hopeful that the movie "Sea of Shadows" will turn the tide and some real enforcement efforts will take place.
But as you said despair and what I've heard described as disaster fatigue are really limiting efforts. My family watched "Big Miracle" and there was more attention and effort to save 3 gray whales than has been expended to save a species.
