Roger Ailes was part of the Nixon White House, and to counterbalance the "libbrul" press and consistent mocking of Nixon on CBS (Smothers Brothers, e.g.) and NBC (Laugh In, e.g.), Ailes wanted a White House TV news channel, Soviet style. The idea was nixed, but Ailes never let it go completely. During the Clinton presidency, Murdoch and Ailes came up with the idea of a Republican TV "news" channel, and so Fox was born. The concept of one ruling party controlling the media so appealed to them ("Anti-kommanism" is myth, there is no party more like the CPUSSR than the Republicans), that they set about following the example of their Soviet role models, constrained only by that pesky First Amendment that they couldn't find a way to repeal.
