The Trump campaign had a duty to notify the FBI that they had been meeting with the Russians. But this is one of the pitfalls of running everything like a business. When Trump's looking to do a business deal, he doesn't have to report to anyone. But when you're campaigning for office, it's a little different. Foreign contacts that reach out to the campaign have to be reported to the FBI. Barr is apparently counting on the fact that the general public doesn't know that. So he can just claim that the Trump campaign was never advised by the FBI that the Russians might be looking to influence the 2016 election, so their failure to contact the FBI is on the FBI, not the Trump campaign.
