As the population of the country becomes more concentrated in the largest states, the majority of the population is at the mercy of a radical conservative minority that is vastly over-represented in the Senate due to the two-Senators-per-state rule that is hard-coded into the Constitution. The Senate is now an instrument of minority rule that is keeping Donald Trump in power and will prevent us from governing effectively if Democrat wins the presidency in 2020, assuming the Senate remains in GOP hands. That is likely when you consider the fact that the GOP actually gained Senate seats in 2018 despite winning almost 20 million fewer votes.

And then there is the Electoral College. We all know how that has worked out.
