2. A Medicare for All plan should contain all of the ACA protections.

AS it stands now, Medicare requires a supplemental Health Insurance plan that covers the other 20% of what Medicare does not. So Health Insurers will have to comply with that rule. It would have to be made clear that they are under law to provide that coverage at a fair cost so that no one falls through the cracks.
