Barr was confirmed on February 14 (a Thursday) and Mueller turned in his report a little over a month later. The timeline works - give Barr a few days to settle in and get oriented, and then you have the weekend. Then, he makes the call to Mueller to tell him to wrap things up and get him a report in 30 days.

My guess is that Barr couldn't find a loophole in the SCO regulations that would allow him to stop production of a report by Mueller.
