While I'm disappointed he interpreted the scope of his authority so narrowly, I am not all that surprised he did.
However, my jaw literally dropped as I watched him speak. I did not think he was going to be so bold either. Clearly if he did not feel bound by DOJ regs, his inclination would have been to charge.
