He's trying to ensure the only official pictures are the fake ones he's pre=authorized showing a crowd far exceeding the number who actually are stupid enough to show up. Of course, there could be other, more nefarious reasons, like he's planted Nazis and KKK to hurt demonstrators and they don't want to get caught? Who knows the fuckery shitstain is up to, especially since the tanks won't roll - you know he will retaliate for that.
