I would ask “who helped you setup this rifle?”
Explain how his weapon retention is going to get someone hurt most likely you. How his choice in optics is all wrong for the rest of his loadout. I mean really a 4-14 scope with sunshade on a 16” carbine. Tell him point blank due to his choices so far he should take a class or three before ever carrying in public again. In essence I would make him feel small for his pathetic behavior and choices. I’m different I understand but ridicule works with his type. This “conversation” would be held in my Drill Sergeant style voice I’m sure I would have a few sharp cut downs fall out of my mouth.

Something like this:
