The Trump administration imposing a hiring freeze and budget cuts on the Bureau of Prisons, which is in the U.S. and they had a job to keep one person alive.

The GOP cutting funding in both instances.

While the top should be held accountable Barr's job was a LOT easier to manage stateside.
