13. Not just the tanking economy.

He's setting up blame for getting his clock cleaned in the election, and probably for his impeachment, as well. I don't know why he bothers with the set up, since everyone who isn't one of his simpleton cult followers is already onto his blame game. There are a hell of a lot more of us than there are of them, and we already know he won't take responsibility for his own failure.
