but I don't forget - I don't want to forget - that diplomats ,civilians supporting military overseas, and other Americans working for the Government elsewhere than within our states and territories (I suppose he'll go after territories next) are also affected by this idiotic piece of non-statesmanship.

I don't know whether he can do it without congress, though I fear he can - if it's a "rule" or a "policy" rather than a "law," maybe he can. But Congress cold certianly change that - or rather, could, if McConnell would ever bring anything to the floor besides his shoulder.
