Nixon (then President) appointed Gerald Ford and he had to be approved by the Senate.
Of course, Nixon himself soon left and Gerald Ford then became President and granted complete pardon to Nixon.

So, if Pence resigns, IQ45 names someone and the Senate votes on it.

Oh, the nightmares one would get thinking THAT one through!
