They have to promise to obey the orders of the President of the United States, who is their Commander-in-Chief. That is what they were asked to do, as the video clearly shows. They were not asked to "pledge allegiance to President Trump" or to "support President Trump" or to "swear loyalty to President Trump" or anything else.
