with the Houti rebels. An argument could be made that b/c of this country's interference in Yemen, it is responsible for the deaths of civilians in Yemen.

Second, at worst, Iran may (until proven) have been a facilitator for the drone/missile attack.

In criminal law, for example, the arsonist is the actor who actually sets the fire and the facilitator provides the means, such as gasoline, the equipment to start and development the fire. While the facilitator is partially criminally liable for any destruction, he/she/they isn't on the same level as the arsonist.
