The DOJ (contacted by the "acting" DNI for instructions) is poised to attack this whistleblower, who doesn't yet have the full protections of the 2012 Whistleblower Protections Enhancement Act, because she hasn't done what would give her bona fide whistleblower status AND those protections -- actually turn over the intel to Congress.
This is similar to how DHS prevents legal asylum status to asylum seekers by not letting asylum seekers actually enter the country. Already having done the deed gives you the protected legal status.
So, in my view, (I'm not a lawyer but have been reading up on a couple of books on whistleblowing) she's not just hiring a lawyer to protect her as a leaker, but retaining him (a CIA whistleblower lawyer) to help her get whistleblower status by authorizing him to represent her in delivering the intel directly to Congress. This legally protects Congress' legal authority to bring charges against the prez.
