1) Trump sent Giuliani to Madrid to tell Ukraine to investigate Biden's son

2) Giuliani told the aid in Madrid not just to investigate Biden's son, but also to investigate a trumped up allegation that the Democrat's colluded with Ukraine over the Manafort investigation (as if Manafort wasn't guilty to begin with).

3) Trump withholds aid that's vital to Ukraine and tells them they could improve their position if they completed their "investigation".

We already know all of those things. So what Trump has done, indirectly is tell Ukraine they had better manufacture some dirt on his political enemies, or they won't get their aid. The aid was only released AFTER Trump knew the story was going to break wide open.
