The ad is about the fishing industry, and how fishermen aren't doing very well. He blames the problem on government regulation; if we get rid of the regulations on fishing, everything will be OK.

Anyone with any brains knows that the problem with the fishing industry is overfishing. The government limits fishing, in hopes that some of the fish will come back. If you allowed fishermen to fish all they want, all the fish will soon be gone, and fishermen will be in much worse shape.

Brown has been running this stupid ad several times in the evening.
